   et des moyens de freinage (41) pour freiner la rotation de ladite seconde bague,
   au moins l'un desdits moyens de liaison comprenant des moyens de déplacements relatifs (31) permettant une variation de position angulaire entre la première bague et la seconde bague en même temps qu'une variation de position radiale du porte-outil,
   de telle sorte que, lorsque ladite première bague est entraínée en rotation dans un sens, ledit outil se déplace vers ledit axe principal longitudinal sous l'effet desdits moyens de freinage pour couper circonférenciellement un élément allongé placé sensiblement selon ledit axe principal, et, lorsque ladite première bague est entraínée en rotation dans l'autre sens, ledit outil s'éloigne dudit axe principal longitudinal sous l'effet desdits moyens de feinage.
